Hoey Published in World Development Journal 

Assistant Professor of Urban and Regional Planning Lesli Hoey’s paper on how developing country governments are returning to centralization has been published in Elsevier’s World Development Journal. In the paper she uses Bolivia’s Zero Malnutrition (ZM) Program as an example of a government agency going through this recentralization process. The paper is the culmination of months fieldwork in Bolivia which included interviews, participant observation, document review and analysis from 2007, when the ZM program first launched, with additional data from its fourth and fifth year of implementation.
