LunchUP: Margi Dewar and Lan Deng, “Preserving Decent, Affordable Housing in Detroit”

For more than three years, Margi Dewar and Lan Deng have worked with the Community Development Advocates of Detroit Affordable Housing Work Group. The group’s goal is to find ways to preserve housing financed with Low-Income Housing Tax Credits (LIHTC) when the housing has operated for 15 years, the point at which investors want to leave the project and ownership and financing often need restructuring. In a weak housing market, such projects frequently face financial challenges and cannot carry out major repairs. Preservation of such housing is an important unresolved policy issue for Detroit, the State of Michigan, and the federal government. It is also an issue that scholars have overlooked in part because research based on national scans prior to the severe recession concluded that nearly all properties would continue to operate as they had—as decent, affordable housing—after year 15.

These sessions are a response to requests from faculty and students to learn more about what’s going on in the field in an informal environment. We hope this can inspire emergent thoughts and connections that will inform our scholarship.
