LunchUP: Philip Berke, “Enhancing Policy Coordination and Community Resilience to Hazards and Climate Change: A Resilience Scorecard”

Resilience policy is often isolated from planning efforts governing land use and development. Dr. Philip Berke and his colleagues at Texas A&M University have developed a resilience scorecard that evaluates the integration of resilience in local networks of plans (land use, transportation, hazard mitigation, housing) and the degree to which they target areas most vulnerable to flood hazards and sea level rise. They find that local plans often conflict and actually increase vulnerability to the built environment and exacerbate social inequality for potential loss. Berke presents best practice examples of integrated planning derived from application of the scorecard by planning practitioners in six coastal cities.
