LunchUP: Sandra Huning, “Planning transformations between gender mainstreaming and feminist critique”

Gender mainstreaming has been implemented in planning law and planning regulations in many European countries, also in Germany. The way it has often been understood and adopted has indeed helped, one could argue, to make planning more sensitive to different social groups’ needs. But it has not, however, transformed planning in the ways it was hoped for by feminist planning critique. Many planners tend to perceive gender mainstreaming as out-of-date and no more than an annoying bureaucratic duty. On the other hand, there are a lot of progressive ideas discussed in recent planning literature and practice that connect indirectly to feminist thought – a) in terms of co-housing, affordable housing, initiatives for collective consumption etc., and b) in terms of new ways of practice (co-production, informal urbanism, adaptive strategic planning etc.)  – but whose protagonists would probably not relate these ideas to ‘gender’ or ‘feminism’. The lecture discusses current debates on gender mainstreaming in planning, transformative spatial initiatives and new, more adaptive approaches to spatial planning. It then suggests that feminist analysis of new civic movements and new planning practice might help to re-fuel feminist debate in planning, show its actual relevance for debates on spatial development, and raise awareness that ‘gender’ could be more than paying attention to different residential groups.

These sessions are a response to requests from faculty and students to learn more about what’s going on in the field in an informal environment. We hope this can inspire emergent thoughts and connections that will inform our scholarship.
