Building Better Blocks: Transforming Detroit's CDBG Subrecipient System
Abstract
Federal Community Development Block Grant funds provide needed resources to Detroit neighborhoods, but the system does not work well in assuring the funds have impact. Changes in planning, fund allocation, contracting and disbursement, and evaluation and monitoring could transform the system into one that deliver many more benefits to city residents.
