Chapter: Chapter Six The shifting coalition for land-use and transport policy reform in the United States
Municipal planning and politics in the United States has seen the emergence of a “pro-housing” coalition, alongside the traditional pro-growth, anti-growth, and social-justice coalitions that have traditionally dominated the municipal scene. The coalition seeks liberalization of rules, from parking regulations to single-family zoning, that have constrained housing development in accessible areas, pushing it to more remote locales. The policies that this coalition has supported have distinct transportation implications, including promotion of accessibility and transportation and land-use choice.
