The University of Michigan's Campus Plan 2050, released in the fall of 2024, proposed the construction an elevated Automated Transit System (ATS) connecting the North, Central, and Medical campuses within Ann Arbor, and a Request for Qualifications (RFQ) was released shortly after. The final, northeastern station on University-owned land at the intersection of Plymouth Road and Green Road, is slated to incorporate a 4,000 spot parking garage, adding thousands of additional daily commuter trips in an area already facing increased congestion. Our team has identified a potential alternative site for the terminus-garage combination at the Park & Ride lot within the US-23 and Plymouth Road interchange. This location would maximize transit connectivity, preserve the surrounding Transit Corridor 1 (TC1) zoned district from overwhelming vehicular traffic, and open the possibility for further expansions towards East Medical Campus. Our report covers impact analysis of the current proposal, the Plymouth Park & Ride alternative, and several other potential relocation options, as well as an alternative development option for the site at Plymouth & Green - mixed-use residential and commercial project facilitated by the University and providing housing for faculty and staff.
